Kim Steele

Inspector

Kim is an experienced building inspector with a hands-on foundation in carpentry, joinery and construction, so he reads how a building was put together and how it performs over time, not just what shows on the surface. His career spans the restoration of heritage-listed buildings and centuries-old timber structures through to major public and private infrastructure and large-scale wetland projects, giving him deep knowledge of both traditional building techniques and modern construction. He takes pride in clear, practical advice grounded in real-world experience.

As someone buying my first home, I wasn’t too sure what to expect - but Kim made the whole process so much easier. He took the time to explain the report in detail over a couple of calls, walked me through my rights as a buyer, and shared real experiences with similar older cottages so I knew what I was getting into. Genuinely felt like he had my best interests at heart and helped me feel way more confident in my decision. Legend!!

Really impressed. Morgan was very responsive with all my emails, and Kim's detailed report allowed us to pick up minor and major defects with our builder. We met Kim on site, and was able to have a quick chat about the build; he was really reassuring. Kim followed up with a call to ensure we didn't have any questions/queries regarding the report and was happy to discuss anything on there. Would highly recommend. Thank you team SURE Building :)

I dealt with Sure Building Inspections to purchase my commercial property in Perth. I found Morgan to be very helpful and walked me through the administration process. They arranged the inspection by contacting the real estate agent directly, taking something off my busy plate. The inspection was conducted by Kim. The report was comprehensive. I was given an opportunity to review the report. I called Kim to clarify a few things, and he answered all my questions with his wealth of knowledge and experience. I'm quite satisfied with the services I was provided.

Masoud

SURE was exceptional for my recent building and pest inspection. Morgan was prompt to communicate and efficiently organized the inspection. I received a thorough 90-page report, and Kim, the inspector, patiently explained everything, showing great customer service too. Highly recommend SURE for their professionalism, kindness, and efficiency. Thanks guys!

Linda

Buying a house is quite stressful but Sure Building & Pest did their best to help make, at least this step in the process, easier. We got a comprehensive building inspection done and Kim did an excellent job. In addition not needing to book a seperate pest inspection and building inspection made arranging the whole thing much smoother. The report was very thorough and contained plenty of pictures to help highlight any issues with the property. Kim even made contact the following day to confirm that we understood everything in the report and answered any and all questions we had. Kathryn and Katie were also brilliant and helped fit in our appointment when other places were unable to book us in until after the inspection results would have been due. Couldn't be more helpful.

Natasha

FAQs — Pre-Purchase Building Inspection in the Joondalup region

Is this pre-purchase inspection the same as a structural inspection?

Yes. The pre-purchase inspection on this page is a Structural Inspection carried out to AS 4349.1-2007 Annexure A, covering roof frames, load-bearing walls, subfloor structures, and the slab and footings. Combined and Comprehensive inspections cover more and are booked as separate services.

What does the pre-purchase inspection include?

It focuses on the structural integrity of the key elements: roof frames, load-bearing walls, subfloor structures and the concrete slab and footings. Refer to AS 4349.1-2007 Annexure A.

What happens during a pre-purchase inspection?

The inspector assesses each area outlined in the inspection criteria, then delivers a final report outlining any defects or issues affecting the property's condition.

When should I get a pre-purchase inspection?

Whenever you are buying a property or planning a major renovation.

Is a pre-purchase inspection necessary?

Structural issues can be costly, so a structural inspection should be an essential part of your due diligence.

Does a pre-purchase inspection include termites?

No — timber pest is a separate service under AS 4349.3. Book a Combined inspection to have both in one report.

Can I attend?

Yes, with the selling agent's permission.

Do I need to attend?

No, you don't need to be present during the inspection. Once you book with us, we arrange access and manage the entire process for you. After the inspection is complete, your inspector will personally call you to walk through their key findings and important observations in detail.

Do I have to arrange the time?

No — we arrange timing with the agent or seller on your behalf.

When do I receive the report?

Your detailed report will be delivered on the same day as the inspection, usually by the end of the day, subject to access and availability. After the inspection, your inspector will personally call you to walk you through the key findings.

Can you explain the report?

Yes — the inspector calls on completion, and you can ask questions any time for 12 months after the inspection.

Can the inspection be used for council approval?

No — please contact a building surveyor for that.

How long does it take?

Generally 1–2 hours on site. The report is issued later the same day.

Do you check for asbestos?

Asbestos is excluded from scope per AS 4349.1 and requires laboratory testing. Where it is obvious, the inspector may flag risk areas of cement fibrous sheeting; a Licensed Asbestos Surveyor must be engaged for formal testing.

Will structural leaks or water ingress be checked?

Yes, the inspector reports indications of roof and plumbing leaks that may point to structural issues, though some leaks can only be confirmed with further, more invasive investigation.

What's the difference between a Structural Inspection and a Comprehensive Inspection?

The Structural Inspection covers only structural elements under AS 4349.1 Annexure A: roof frame, load-bearing walls, subfloor and slab. The Comprehensive Inspection extends this to Annexure C, adding non-structural maintenance items such as doors, windows, roof cover and plumbing fixtures. Choose Structural to confirm structural soundness only; choose Comprehensive for a fuller condition picture.

Is the pool inspected as part of a pre-purchase inspection?

No, pool structure, equipment and fencing fall outside the structural scope. We recommend engaging the pool shop currently managing the pool for its own inspection and maintenance history.

Is this the same as a home inspection or a house inspection?

Yes. A home inspection, a house inspection and a property inspection all describe the same pre-purchase building inspection under AS 4349.1 — an independent look at the structure before you commit. Different agents and lenders use different words for it; the report you receive is the same.

Do you send a qualified building inspector, or a subcontractor?

Your building inspector is the person who attends, writes the report and calls you afterwards. Territories are run by local owner-inspectors, so the inspector who takes the booking is the one on site — and the one you can ring for the next 12 months.

What does a building inspection in Joondalup include?

We check all accessible areas: roof space, subfloor, interior and exterior. We note structural defects, safety hazards and maintenance issues. If you add a pest inspection, we also check for termite activity.

When should I book pre-purchase building inspections in Joondalup?

Book soon after your offer is accepted. In WA, the contract is usually subject to building and pest inspection results, so don't leave it too late.

How long do building inspections in Joondalup usually take?

Most take 1-2 hours. A large family home near the lake takes longer than a coastal apartment. We'll give you an estimate when you book.

How quickly will I receive my report after the inspection?

Usually the same day, subject to access and availability. Your detailed electronic report is sent to your email after the inspection is complete.

Why choose an independent building inspector in Joondalup?

We work exclusively for buyers. We have no ties to agents or sellers, so our only priority is giving you the facts.

What does a building inspector in Joondalup look for during a pre-purchase inspection?

We assess structural and accessible areas for visible defects. This includes roof frames, subfloor structures, external timbers, load-bearing walls, concrete slabs, footings and pergolas. Moisture testing is included. If you add a pest inspection, we also check for termite activity and timber pest damage.

Can you inspect apartments, townhouses and freestanding homes in Joondalup?

Yes. We inspect all property types, from modern multi-storey apartments to established freestanding homes.

Built to last. Inspected to be SURE.
