Woongarrah was built out in stages. Does that affect what an inspection finds?
It does, and it is the first thing to establish about a Woongarrah address. The estates started in the south-east in the late 1990s and moved west through the 2000s, while the northern half is still undeveloped. So a house in the south-east is around twenty-five years old and into its second maintenance cycle, while one further west may still be inside the builder's warranty period. Which stages should I inspect a new Woongarrah home at?
Frame, lock-up and pre-completion. At frame stage the structure, bracing and tie-downs are open to view before linings cover them. At lock-up the building is weathertight and roof and window flashings can still be reached. The pre-completion inspection happens shortly before handover and gives you an itemised defect list while the builder's obligation to rectify is straightforward to enforce. Of the three, pre-completion is the one buyers most often skip and most often wish they had booked.
What does the builder actually have to fix after handover?
The Home Building Act 1989 sets statutory warranties that cannot be signed away: six years for a major defect and two years for other defects, both running from completion. You have to give the builder written notice within six months of discovering a defect. A pre-completion report written to AS 4349.1 gives you a dated list to serve as that notice, and it puts the items in front of the builder while the job is fresh and the trades are still on site.
Why does the inspector spend so long looking at the ground near the walls?
Because that is where most of the findings on estate housing sit. AS 3660.1 and the National Construction Code call for at least 75 mm of slab edge to stay visible and inspectable, and paving, soil, mulch or render laid after handover is what usually buries it. The same strip of ground tells you whether the site sheds water: falls away from the slab, downpipe discharge, air conditioning condensate and hot water overflow. Found early, these are among the cheapest items on any report to put right.

Woongarrah Creek is a mapped tributary in the Porters Creek flood study catchment, while parts of southern Woongarrah fall inside the Wallarah Creek Catchment Flood Study completed in 2016. Two separate instruments cover one suburb, which is exactly why a suburb level answer is no use to you. The section 10.7 planning certificate for the specific lot is the document that says whether that land is flood affected, and your conveyancer orders it as part of the purchase.
How soon will I have the report?
A same-day report is the aim, emailed rather than posted, subject to access and availability. On a new build the timing that matters more is the handover date, so book the pre-completion inspection before you sign off, not after. Twelve months of free follow-up advice comes with the report, which overlaps usefully with the two year window for non-major defects if a question comes up down the track.
