What replaces it is surface water: on sloping ground, runoff has to be caught and directed, and where downpipes discharge onto bare earth you get scour, erosion around footings and water tracking back toward the building.

What the inspector does check is the condition of the external fabric on the exposed side, window and door seals, and whether guttering and roof plumbing are handling their job.
