Why does a Killcare Heights inspection focus so much on the ground?

Because the ground is what the houses are arguing with. Council's own character statement describes the suburb as perched on the steep mid slopes of the Bouddi peninsula above Killcare Beach, with development that is haphazard and partly on made road tracks. Made ground under a driveway or a building platform settles differently from natural ground, so cracking, stepping between slabs and doors that bind on one side of the house are the signals our inspectors chase first.

What about the decks? Most Killcare Heights houses have one.

On a steep block the deck is often carrying real load rather than just providing somewhere to sit. Our inspectors look at post and bearer condition, the fixings back to the building, the state of any pier or footing that can be reached, handrail and balustrade height and stability, and decay in the framing where water sits. Cantilevered decks get particular attention because the connection back into the house is the part that fails, and it is usually the part nobody can see.

Will I need a geotechnical report to build at Killcare Heights?

Possibly, and it is worth finding out before you buy rather than after. Central Coast Council controls landslip risk through its development control plan, using a hazard assessment matrix keyed to the underlying strata and the slope, and the higher categories require a geotechnical report from a suitably qualified engineer. Our inspection is a visual assessment of the existing building under AS 4349.1 and does not substitute for that. Where we see movement we cannot explain, the report says so and recommends the right specialist.

Does the bushfire exposure differ from Killcare village below?

Yes, and it is heavier up here. Killcare Heights carries the most extensive bushfire prone land mapping in this part of the coast, essentially the whole locality, and the Rural Fire Service register lists assets in the area at its highest priority rating. That does not mean a house here is unbuyable. It means the Section 10.7 certificate, any existing Bushfire Attack Level assessment and the condition of gutters, vents, decks and seals all deserve reading carefully before you exchange.

How much of a house on stilts can you actually inspect?

Enough to be useful, though never the whole building, and the report draws that line clearly. AS 4349.1 covers accessible areas, so where the underside of a house can be entered safely it gets entered, and where the ground falls away too steeply or the clearance is too tight, it is recorded as restricted with the reason given. The same applies to roof voids and roof surfaces. You get a clear account of what was inspected and what a further visit would need.

How soon would I have the report after a Killcare Heights inspection?
